A: That means the age group is open to players who are that age and under. Ages are determined by the birth date cutoffs and not necessarily the player’s current age as some players will turn older during the season. For example, 9U would be open to players aged 9 and under on January 1, 2023.

Players who turn 10 prior to May 1 of the current season are not eligible unless they are in the 3rd grade. Also, any player turning 11 prior to August 1 will not be eligible. Players who are 9u are eligible for this division regardless of their grade.
Base stealing IS allowed in the 9U division, however, leading off is NOT. In 9U, the base runner must wait until the ball crosses home plate before stealing.

The top face of the pitching rubber should be elevated 6″ above home plate to ensure the proper slope on the front landing area. The front slope of the mound is a uniform 1 inch drop for every 1 foot towards home plate, beginning 4″ in front of the pitching rubber.
For 90-foot fields, circles on first base, second base, third base and the home plate have a radius of 13 feet, while the circle around the pitcher has a radius of 9 feet.

B-1) An imposed Mercy (run) Rule shall be used to complete a regulation game when one team’s margin of lead is greater than or equal to the listed run differential in the corresponding listed start inning.
In general, 9U baseball is not coach-pitch. At the 9U baseball level, there may be a handful of coach-pitch leagues, but a majority of 9U baseball teams are kid-pitch leagues.
Players who are league age 5-6 that have participated for one regular season in the Tee Ball Division are eligible to be selected to a Minor League Division (coach pitch or machine pitch) team.
A runner cannot lead off, a runner may leave the base only after the ball leaves the pitchers hand or the pitching machine. Stealing is allowed when using pitching machine.
The baseball rulebook says that you can’t steal a base during a dead ball. However, unlike the hit batter or catcher’s interference situations, after a walk, the ball is live. This means that baserunners who are not forced to advance to the next base can still attempt to do so, at their own risk.
A ball that is not caught by the catcher is not (and cannot be) a foul tip. A foul tip is always a strike; and, unlike a foul ball, a foul tip can result in strike three. A foul tip is a live ball. Runners can advance (steal) at their peril.
